To confirm the dates by which comments must be submitted.
To give ‘headings’ of those matters which are most likely to concern residents in respect of the application.

1) 30mph Speed Limits in Hampshire Villages - Braishfield

Hampshire County Council proposes making a traffic order as follows:
EFFECT OF ORDER: To impose a 30 miles per hour speed limit in the village of Braishfield as set out in the schedule to this notice. This speed limit is proposed at the request of local representatives as part of a County Council initiative to lower speed limits in villages throughout Hampshire where higher limits are currently in force.
FURTHER DETAILS: A copy of this notice, the proposed order, a map showing the location and effect of the proposal, a statement of reasons and the order to be revoked may be inspected during the usual office hours at the following places:
(i) Romsey Library, Station Road, Romsey (Opening Hours: Mondays 9.30 - 5; Tuesdays, Thursdays and Fridays 9.30 - 7; Wednesdays 9.30 -1; Saturdays 9.30-4)
(ii) Borough Council Offices, Weyhill Road, Andover (Opening Hours Mondays to Thursdays 8.30 - 5; Fridays 8.30 - 4.30)

(i) C91 Braishfield Road between a point 140 metres north of its junction with C135 Sandy Lane and a point 115 metres south of its junction with Common Hill Road (i.e. the southern end of the existing 30 mph limit), an approximate distance of 1178 metres.
(ii) Kiln Lane between its junction with C 19 Braishfield Road and a point 217 metres north-west thereof.

Invitation to a Public Exhibition Regarding Proposals for Abbotswood
Friday 7 March, 3pm - 7.30pm
Saturday 8 March, 10am - 2pm
The Abbotswood Consortium has submitted proposals for development at Abbotswood, and
would like to invite local residents to view these proposals at a public exhibition. The proposals
which will be on show are the result of extensive consultation with the local community.
The proposals include a variety of potential benefits for the local community, including a 22
hectare Nature Conservation Area, new public transport links, a local centre with facilities for
new and existing residents and sports pitches.

Proposal: To produce approximately 300 kw of electricity for sale to the grid and 600 kw of heat through three biomass generators. Incineration with energy recovery. New waste disposal.

Public Consultation Expiry: 07/02/2008
Summary: Import up to one HGV of waste wood every other day, mainly via Braishfield (para 27 Highway Assessment report). Incinerate and recover energy in the form of heat and electricity. Heat to be used to heat five local properties and industrial units (para 1.15 Design and Access statement). Electricity to be sold to Grid.
Village Interest:
* HGV traffic – preferred route will be through Braishfield, past more residential properties than indicated in Highway Assessment report.
* HGV's will go past School – junction of Braishfield Road and Common Hill Road already dangerous for children.
* Narrow lanes of Slackstead not suitable for heavy vehicles – more road and verge damage.
* Hamlet of Pucknall – cottages adjacent to road.
* Waste to energy schemes inappropriate in countryside – not enough houses to benefit from heat produced.
* ‘Biomass’ is only carbon neutral if it is grown on-site, not imported.
* Increased noise from turbines and shredders.

Increased air-pollution from incineration.

5) Potholes
A recent letter from the Romsey Advertiser, from Roy Perry, Deputy Leader HCC.

Sir: I would not wish residents in the villages around Romsey to think the county's onslaught on potholes is confined to Romsey town.
Thanks to prudent financing, HCC has been able to make an additional £1m available to deal with the pothole problem and another £0.5m for other highway maintenance
This is in addition to the £3.8m already in the budget, so it is a sizeable increase.
There are, however, more than 5000 miles of roads in Hampshire so I cannot pretend the entire backlog will be solved
I have already asked the Parish Councils in the Romsey Extra Division to alert their Highways Department to particular problems as they tend to be the eyes and ears of their communities, but if any member of the public in the villages is concerned by a specific pothole do not hesitate to let me know or advise county highways direct.
